Mix together the soy sauce, vinegar, brown sugar, and garlic. Add the meat and marinate, covered, for 1 hour, or overnight in the refrigerator. Thread the meat and peppers onto large metal or wooden skewers. Brush ingredients with oil and grill on all sides until done, 10 to 12 minutes. Remove from skewers. Cool slightly. Thread on toothpicks, sandwiching 1 piece of the meat between 2 peppers. Serve hot or refrigerate, covered, and serve chilled. Yield 24 pieces - - - - - - - - - - - - - - - - - -
