Add celery and green onions. Stir about 3 minutes, until vegetables are tender. Add chicken broth and water. Stir to blend. Stir in pearl barley. Cook over medium-low heat about 20 minutes, stirring occasionally. Season to taste with salt. If barely is puffed and tender, it is done.
