Simply buy all of the Level 1 Dark Strikers, and these two will be enabled.

After buying Level 1 Justice Fio and Alfred, they become enabled.

Simply buy all of the Level 1 Justice Strikers, and these two will be enabled.
 

 
Enable Syo and Gai
In order to enable these two secret strikers,You have to play the game for 50 hours.They will apppear in the extra strikers menu
