Grease and flour two- 9 inch round cake pans or 24 muffin tins. Sift the flour, baking powder, and baking soda together into a large mixing bowl. Set aside. Beat the egg whites until foamy. Add the cream of tartar and continue to beat until soft peaks form. While still beating, gradually add the sugar. Set aside. In another bowl, beat the milk, vegetable oil, vanilla, almond extract, and honey together. Pour this into the dry ingredients and beat until everything is smooth . Fold in the egg whites. Pour into the prepared pans or muffin tins. Bake the cake 25-30 minutes or the cupcakes 18 to 20 minutes. Be sure a cake tester comes out clean from the cake or the cupcakes before removing from the oven.
