Trim meat; cut into small pieces. Heat oil in saute pan. Add meat, onion, and pepper; saute a few minutes. Remove to casserole. Add flour, paprika, bouillon cube, and a little salt to pan drippings; mix well. Add 2 c. water; stir until boiling. Add drained beans; simmer 5 minutes. Pour all into casserole. Cover; cook 2 hrs.
