Add corn to medium saucepan of boiling water. Simmer, uncovered, over medium-high heat until just tender, 1 to 2 minutes. Drain well. For dressing, whisk vinegar with salt and pepper to taste and oil in small bowl. Combine corn, peppers, celery and cheese in medium bowl. Add enough dressing to moisten. Toss well.
