Bring to a boil; cook 2 minutes. Remove from heat, cover and let stand 1 hour. Drain. Heat oil, over med-high heat, in large pot. Saute next 6 ingredients (through garlic) 10 minutes until tender-crisp. Add beans, broth, bay leaf and 4 cups water. Bring to a boil. Reduce heat to low; cover and simmer 1 hour.
