Stir in the flour until smooth. Cook and stir the mixture over medium heat for 1 minute. Add the beef broth all at once. Cook and stir until bubbly. Add the frozen vegetables, carrots, onions, celery, Kitchen Bouquet and pepper; bring to boiling. Reduce the heat; simmer, covered, for 10 minutes. Meanwhile, in a medium skillet, quickly brown the beef steak in cooking oil. Drain off the fat. Add the meat and undrained tomatoes to the soup mixture.
