Add leeks and cook over medium heat, stirring occasionally, until limp, 3 to 5 minutes. Stir in flour and cook 1 minute. Stir in broth and heat to boiling, stirring until thickened. Add broccoli and cook 5 to 7 minutes, until tender. Stir in cream and cheese. Reduce heat to medium-low and cook 1 to 2 minutes, stirring often, until cheese is melted.
